Check out the “ArcGIS Server Editions” for the rundown on what’s in each version, and at the bottom of that page, it lists the number of sockets the workgroup and enterprise editions support.
No mention that the ADF web controls can not be pushed to a remote web server, but this looks like end-user documentation, and not the developer help.
